President Donald Trump on Friday said he would ask Congress for billions in taxpayer dollars for his effort to clean up the District of Columbia and make it safer, arguing the capital city was a “hellhole” before he took over its policing.

"Innocent people shouldn’t be hurt but I’m in support of keeping it totally open, I couldn’t care less," Trump said during a White House event Aug 22.

Congress is staring down a White House threat to attempt the ultimate override of lawmakers’ funding power: “pocket rescissions.”

The North Tustin resident jumped into the race after state Democrats signaled they may change the district’s boundaries.

Lawmakers allocated $6 billion this fiscal year for PEPFAR, the H.I.V. prevention and treatment program, but the administration has indicated it will release less than half of that.

The White House is now within the window of attempting a contentious “pocket rescission” to cancel federal cash no matter what Congress says.

These generational matchups have become common in the Democratic Party. They have also gained significant attention, particularly since the 2018 upset of another veteran Democratic leader, Rep. Joe Crowley of New York, in a primary challenge from Alexandria Ocasio-Cortez, who was 28 at the time.

Doggett has represented his hometown of Austin for over 50 years, in both the Legislature and Congress, surviving numerous Republican redistricting efforts to target his seat.
